He is saying that in India peoples are very kind to the poor, he is saying that a clever beggar in India can earn more than than a bank clerk does, which is because that withal poor Indians gives coin to charity. Then he compares Britain to Indian, and says that the peoples in Britain are a share more selfish, and that they are always trying to find a reason to justify the lack of charity, which means looking for reasons, non to give notes to charity, and justifying it with excuses. There is a lot of call forth in Britain, telling peoples not to give their specie to the beggars. And the government is forcing peoples not to give their money to the beggars, the actual people. barely kinda give the money to charitable organizations, because they know how to spend the money right on the poor peoples. (They know what the best is for them). Because the government, thinks that the beggars result spend all the money on drugs, which is just deprivation to kill them.



Alexander Chancellor is pointing out that, the money that is condition to the organizations like Salvation Army is pointless, because it is just a ignominious advertising campaign, because the poor and homeless do not even get the money that they was supposed to get. He is asking When was money ever distri moreovered in proportion to the deserts of its recipients?
